Overview

Planned Parenthood of Orange and San Bernardino Counties has an opportunity for an Executive Vice President of Patient Services in Anaheim, CA.

 

The Executive Vice President for Patient Services (EVPPS) is a senior leadership position which contributes directly to the overall operational success of Parenthood Planned Parenthood/Orange and San Bernardino Counties. The position's goal is the continuous improvement of health care processes, systems and financial viability. The EVPPS reports directly to the President/CEO and provides senior leadership to the patient services activities are consistently operating, smoothly, efficiently and effectively. The position works collaboratively between departments to ensure that systems are in place to support the health centers in their delivery of high-quality health care. In partnership with the Medical Director. The EVPPS holds direct responsibility for the operations of Patient Services Department.

Responsibilities

Essential Functions:  Essential functions encompass the required tasks, duties and responsibilities performed as part of the job and the reason the job exists.

 

Leadership Team Participation

  • Work under the direction of the President/CEO to facilitate cross departmental collaboration. Activities to include:
    • Participating in the development and implementation of the Affiliate's Strategic Plan.
    • Participating in the development and oversight of the Affiliate's Annual Budget.
    • Monitoring the development and delivery of all Affiliate programs and services with a focus on health center operations, new contracts implementation, new business ventures and health care innovations.
    • Ensuring that all support functions are operating in the capacity necessary to ensure the success of the health centers.
  • Forge partnerships internally and externally that promote the attainment of improved health center performance, both financially and operationally.
  • Set the strategic direction for both Patient Services and oversee the implementation of the new vision for the centers.

Program Development:  Patient Services:

Operational Effectiveness

  • Proactively develops operational processes and systems, policies and business strategies that mirror the adopted strategic direction of the Affiliate and that promote improved organizational performance; including revising and updating policies to reflect best practices.
  • Promotes Affiliate services, in collaboration with the President /CEO and the Medical Director, by assisting with program planning, development and coordination and implementation of existing and new medical ambulatory/surgical services. Ensures/oversees the accurate completion of required paperwork for new and existing services.
  • Ensures quality, efficient and cost-effective healthcare by providing assistance with the development of optimal staffing patterns and plans for new and existing services.
  • Ensures optimal funding/reimbursement opportunities are developed for new and existing programs.
  • Ensure competitive service level expectations for the various key center indicators including wait times, total through put times, patient satisfaction, and call service handling.
  • Through oversight of the Patient Services Department ensures cohesive health center teams, providing opportunities for management training, coaching and mentoring to all health center staff. Encourages and guides staff toward being empowered and self-directed. Identifies training and development needs.
  • Ensures cost-effectiveness of medical programs and center operations by assisting with the development and adherence to affiliate budgets for new and existing services. Looks for ways to reduce unnecessary costs that do not directly improve quality/service delivery.
  • Ensures that all new contracts are implemented to maximize reimbursement and streamlines patient processing. Incorporates Melody primary care service line into practice.
  • Spearheads any new business ventures specific to patient services operations to further diversify funding streams. Serves as project lead for online health services and manages Western Region clinical network operations.
  • Provides leadership and management of contracting with health plans and managed care organizations including IPA and Medical Groups.
  • Oversee enrollment of current patients into Melody Health Practice.

Compliance

  • Ensures the development and implementation of high-quality, efficient and cost-effective health care and lab services by creating systems for monitoring health center staff for compliance with Planned Parenthood protocols, community quality standards and affiliate business metrics. Along with the Medical Director, responsible for the annual Quality Assurance processes that ensures highest standards of clinical care.
  • Assures all health centers' compliance with PPFA, FPACT, Title X, CLIA, OSHA activities, by monitoring protocol compliance and service delivery.

In collaboration with the Medical Director, ensures timely compliance with AMA, CDC, and PPFA updates and guidelines by maintaining pharmaceutical formulary, and coordination of medication acquisitions with Agency Purchasing Department.

Minimum Required Education:

  • Bachelor's degree (B.A./B.S.) from four-year college or university Required.
  • Master’s degree in health administration or business administration Preferred.

Minimum Work Experience:

  • A minimum of 10 years health care program management/staff management experience in public health/managed care setting with progressive management responsibilities Required.

Supervisory Experience:

  • Demonstrated ability as an effective leader including coaching and team-building skills.
  • Strong written, verbal and interpersonal skills.
  • Budgeting experience.
  • Excellent strategic planning skills.
  • Must be self-motivated and have the ability to work without direct supervision.

Other Requirements:

Language Skills:

  • Ability to read, analyze and interpret common professional journals, and financial reports.
  • Ability to respond to common inquires or complaints from customers, regulatory agencies, or members of the business community.
  • Ability to effectively present information to top management, public groups, and/or boards of directors.

Mathematical Skills:
