    Responsibilities

    The Vice President of Human Resources will develop and drive the human resources strategic initiatives to meet or exceed business goals and objectives.  Provide the organization with a high performing, comprehensive Human Resources department.  Plan and carry out policies relating to all phases of human resource management including administering and development of policies and procedures, employee recruitment and retention, new hire orientation, employee benefits, compensation, performance management, employee relations and employee communication. 

     

    Responsibilities:

     

    • Ensure that the Human Resources Department has an internal and external reputation of competency, fairness, confidentiality and the highest level of customer service.
    • Remain current on all applicable laws, regulatory compliance and standards of practice in each functional area of responsibility.

    Compliance and Best Practices

     

    • Manage and develop human resources policies and programs which are responsive to the needs of the Organization and its employees and in compliance with all statutory requirements.

     

    • Ensure employment practices and policies comply with federal and state laws and assist supervisors in the interpretation and understanding of the Organization’s personnel policies.

     

    • Manage annual benefits package selections ensuring that benefits offered are competitive and in line with industry standards as well as  affordable to the agency and employees

     

    • Manage and supervise all members of Human Resources team. Ensure appropriate division of labor amongst HR personnel, using external resources when appropriate. Ensure that all HR staff are oriented towards internal customer service and performance excellence.

     

    • Manage the organization-wide HRIS system ensuring that end users are fully trained on the system and that the software is being used to its potential.

     

    • Publish and monitor standard best practice Human Resources metrics including turnover, time to fill, and number of open positions. Recommend and implement new recruitment and retention initiatives to address areas of concern as identified through statistics.

     

    • Lead organization in standardizing best practices for hiring and interviewing, including standardization of use of pre-employment skills and personality index testing.

     

    • Develop and oversee an organization-wide employee recognition and rewards program, including the annual employee appreciation luncheon.

      

    • Other duties as assigned by the Chief Operating Officer.

    Qualifications

    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.     Minimum Education:

    • Bachelors Degree in Human Resources Management or relevant field required.
    • Masters Degree or equivalent experience required

    Minimum Work Experience:

    • 8 - 10 years of human resources experience.
    • Experience working in the healthcare industry strongly preferred.

     

    Supervisory Experience:

    • Minimum of 5 years of human resources managerial experience required. Current executive experience preferred.
    • Demonstrated ability as an effective leader including coaching and team-building skills.
    • Good managerial skills, which require the ability to effectively manage administrative functions for the Department.
    • Strong written, verbal and interpersonal skills.
    • Budgeting experience.
    • Excellent strategic planning skills.
    • Must be self-motivated and have the ability to work without direct supervision.

     

    Agency Standard Requirements:

    • Strong commitment to quality healthcare and excellent customer service is required.
    • Must thrive in a fast paced, rigorous environment with changing priorities.
    • Ability to meet deadlines and work under pressure
    • Must demonstrate high level computer skills including; Microsoft Word, Excel and Outlook. Electronic medical records experience may also be required.
    • This position requires travel to other sites and locations; if using a personal vehicle to meet this requirement, a valid CA driver’s license and current auto insurance in compliance with the minimum requirements of CA vehicle code are required.
